Olympia employs its drivers and monitors, and District 87 operates only about 40 buses.

Reilly said District 87, which covers about 10 square miles, isn’t subject to the same transportation challenges as Unit 5 and Olympia, but the number of low-income students in the district makes cutting routes problematic.

“We’ll continue to work with our state representatives to fully fund transportation, and everything, for that matter,” he said.

Were at the maximum available to levy (from property taxes) for the transportation fund, Wise said. Yet transportation, one of its greatest needs, is $500,000 in the red this year, with $875,000 in reserves.

“No one wants to hear that, and certainly we’re not advocating for that, but if the state doesnt pay their portion, we dont have a lot of other options, he said.

Nonetheless, Reilly said securing state funding is a necessity to keep District 87′s buses running as well.

“Our longest route now is about an hour,saidAndrew Wise, superintendent at Stanford-based Olympia schools. He’s concerned, however, about the transportation fund’s$320,000 deficit for fiscal year 2016 and about $1.9 million in reserves. He’s waiting on data from First Student Inc., the Cincinnati company that operates all 153 Unit 5 buses and owns 34 of them under a three-year, $7.6 million contract signed this summer.

That leaves Unit 5 with a deficit, orindefinite funding shortage, of $800,000. Those reserves are relatively high because District 87, unlike Unit 5 and Olympia, has spare cash in other funds to plug gaps in transportation.

Unit 5 also has experienced poor communication and chronically late buses with First Student.

“If they could hire enough people, 90 percent of our problems would go away,” said Dayna Brown, Unit 5′s director of communication and community relations.

District 87 is in the second year of a $7 million, three-year contract withJoliet-based Illinois Central School Bus.Reilly said the district has had no issues with their service.

“It would be very difficult for a number of our families to provide that transportation on their own,” he said.

The story is the same at Bloomington-Normal districts, which cover smaller areas but carry a lot more students.

Normal-based McLean County Unit 5 spans 214 miles with 153 buses nearly five times as many as Olympia’s 31 thanks to an enrollment that is nearly 10 times as large.

BLOOMINGTON Bus rides of more than an hour long could become the norm for students at one McLean County school district.

At 377 square miles, Olympia is one of Illinois’ largest districts by land size, spanning five counties and nine communities. “People need to know (exceeding that) is a possibility if the state doesnt start funding transportation.”

The district will lose $2 million this year transporting its 13,500 students, though that includes a $1.2 million audit correction that predates the current administration and will expire after the 2016 budget.

Daniel said he’s unsure how many of the district’s 133 routes may be reduced. The other way we fund it is the state.

Wise said districts across the state are “doing what we can to reduce our expenses, but there reaches a point in time kids will have to be on buses longer or parents will have to start driving their own kids to school.”

“There’s only one way to reduce that cost, and that’s reducing the number of buses,” Superintendent Mark Daniel said recently.”We need to fix this.”

First Student has proved both a resource and a problem since Unit 5 contracted with the company in 2012: the district saves money by outsourcing bus services, but it’s paying First Student extra to bring in drivers and monitors from outside the county to cover understaffed Unit 5 routes.. Its reserves stand at $2 million.

Son of two former athletes (his mother was a rhythmic gymnast and his father a footballer), San had his breakthrough last season with some great displays for Schalke 04. San is fast, skilled and smart. After a decent period in Dsseldorf, the young Tah signed a contract with a team from a neighboring city: Bayer Leverkusen.

Joshua Kimmich reminds Julian Weigl regarding his career and his playing style. And just like in Munich, the young and talented Weigl seem to be impressing in his new club.

Even though he was an unused substitute in todays opening match against Hamburger SV, it seems Kimmich will have some chances to show his qualities throughout this season.

Last tournament his Stuttgart went through difficult times and almost got relegated. Just like the new Borussia Dortmund signing, Kimmich started playing professionally for a lower division team (RB Leipzig) and now has joined a national giant in the top flight (FC Bayern). After two good seasons for the Lwen, Julian signed this summer for Borussia Dortmund, one of Germanys most popular and traditional sides. Hes fast, skillful and has already showed that can score goals. His creativity, passing skills and intelligence can make a difference against any opposition.

Despite being so young, the defender is quite steady and calm, some qualities of much more experienced players. In the second round, San came off the bench against Real Madrid in the Santiago Bernabu and scored a beautiful goal from outside the box, helping his team achieve a historic 4-3 win.

Stendera has already played 36 matches and netted three times in the Bundesliga, but this might be the season in which he finally takes the spotlight and becomes his teams main character.

Timo Werner

19 years old

Similar to many players on this list, Timo Werner had his first team breakthrough at a very young age. Although hes already played 14 games and scored thrice in the Bundesliga, the skillful teenagers greatest moment so far was in the Champions League. Bundesliga, Joshua was a key player for the new club from Leipzig.. Liga and 2. Werner has played 33 games so far for Germanys youth teams, scoring amazing 26 goals. If last season he was regarded as a future prospect, this one he wants to reinforce his place in the starting lineup and become one of the protagonists.

After two good seasons for the Lwen, Julian signed this summer for Borussia Dortmund, one of Germanys most popular and traditional sides. Now, in a new season, Timo Werner can redeem himself and take his team to more glorious paths.

Another 19-year-old on this list, Julian Weigl began his career playing for 1860 Mnchen. Liga and 2. In the second round, San came off the bench against Real Madrid in the Santiago Bernabu and scored a beautiful goal from outside the box, helping his team achieve a historic 4-3 win.

Despite being so young, the defender is quite steady and calm, some qualities of much more experienced players. Just like the new Borussia Dortmund signing, Kimmich started playing professionally for a lower division team (RB Leipzig) and now has joined a national giant in the top flight (FC Bayern). His creativity, passing skills and intelligence can make a difference against any opposition.

This great passing machine played both Europa League qualifying games against the Austrian side Wolfsberger and BVBs first cup match, against Chemnitzer FC. After a decent period in Dsseldorf, the young Tah signed a contract with a team from a neighboring city: Bayer Leverkusen.

Even though he was an unused substitute in todays opening match against Hamburger SV, it seems Kimmich will have some chances to show his qualities throughout this season.

Joshua Kimmich reminds Julian Weigl regarding his career and his playing style. And just like in Munich, the young and talented Weigl seem to be impressing in his new club.

Bayern Mnchen

Similar to many players on this list, Timo Werner had his first team breakthrough at a very young age. If last season he was regarded as a future prospect, this one he wants to reinforce his place in the starting lineup and become one of the protagonists.

Jonathan Tah

Last tournament his Stuttgart went through difficult times and almost got relegated. Although hes already played 14 games and scored thrice in the Bundesliga, the skillful teenagers greatest moment so far was in the Champions League. Bundesliga, Joshua was a key player for the new club from Leipzig.

With 30 games played and 14 goals scored for Germanys youth teams (from U-17 to U-20), Eintracht Frankfurts Marc Stendera is already one of his countrys greatest hopes for the future. In the Bundesliga, the young Stuttgarter has collected 48 appearances and netted seven goals.

Son of two former athletes (his mother was a rhythmic gymnast and his father a footballer), San had his breakthrough last season with some great displays for Schalke 04. Bundesliga side Fortuna Dsseldorf. Hes fast, skillful and has already showed that can score goals

At the back the signings of Clyne and Gomez look solid ones and it will be interesting to see if Skrtel and Loveren can develop an understanding at the back. How Benteke will adapt when Daniel Sturridge returns from injury remains to be seen. He also clearly has a great attitude and is enthusiastic about the game. Benteke is more prolific (42 goals in 88 games) but Heskey was better with a strike partner. Pochettino is short on forwards so expect another striker to join before the end of the window. Charlie Austin has been linked as has Javier Hernandez. Milner on the other hand could be Rodgers best signing. This summer they lost two key players in Schneiderlin and Clyne but replaced them with Jordy Clasie and Soares. More of a cross between Alan Shearer and Teddy Sheringham would perhaps be fair but he has time on his side and could end up being the best centre forward England has had since Wayne Rooney. With Koeman’s experience I expect Southampton to continue to flourish and their opening day 2-2 draw with an impressive Newcastle side was a solid start. He has a big season ahead of him. He really broke into the side last season and scored 21 goals in 34 Premier League games. Perhaps Rodgers will adopt a 3 up front with Benteke at the point and Coutinho and Firmino playing off him.

Koeman deserves a lot of credit for his management of Southampton. Having managed to hold onto the likes of Mane, Tadic, Pelle and Victor Wanyama Southampton promise to be a force to reckon with once again. Southampton also boast a very good youth policy which over the years has seen the likes of Gareth Bale and Theo Walcott graduate just to name a few. The signing of Toby Alderweireld over the summer will certainly bring solidity to the defense and with Hugo Lloris in goal, Kyle Walker and Jan Vertonghen also at the back they are a tough side to breakdown as Manchester United found in their opening game on Saturday despite their 1-0 victory. Pelle will be expected to supply the goals and will be supported by Long and Rodriguez. So often Tottenham have good result only to spoil it by losing to a side they should really beat. An energetic and enthusiastic player he will provide energy in the middle and was a good pick up. Whether they will be at Spurs will depend on their ability to break into the top 4 and play in the Champions League.

Who can break into the top 4?

Part 3 of my series looks at those teams who have a chance to break into the coverted top 4.

Players Out (major only) – Artur Boruc (Bournemouth -Free), Nathaniel Clyne (Liverpool), Dano Osvaldo (Released), Morgan Schneiderlin (Man Utd)

In midfield, Jordan Henderson is the captain and he will be partnered by Milner. Manager Mauricio Pochettino will hope he can build on last seasons efforts and finally get Tottenham into the champions league for the first time since the 2010/11 season. He dispensed with Colin Pascoe and Mike Marsh from his backroom staff adding Gary McAllister and Sean O’Driscoll. I have never really thought much of Henderson and do not think he is a Liverpool player. If Rodgers, the man who once described Joe Allen as the Welsh Xavi, has not won at least 4 games by the end of September it could be time for a change with Jurgen Klopp laying in wait and a man suited for such a stage.

Players Out (major only) – Steven Gerrard (LA Galaxy), Glen Johnson & Brad Jones (Both released), Raheem Sterling (Man City), Rickie Lambert (West Brom)

Elsewhere in the squad with the likes of Lamela, Chadli, Dembele, Dier and Mason Spurs have good depth in midfield and defense. Whilst Kane is a goalscorer his all round play seems to get better each time I see him. They also have the talented Alli and watch for him to break through this season. He scores the odd goal and creates and he could provide some of the energy that will be gone with no Gerrard. Kane has more to his all round game then Klinsmann and thats not saying the German was a bad player. With the European Championships looming at the end of the season, Kane will also want to make sure he is on the plane to France with the England team.

Last season many people, myself included, wrote Southamption off as having lost too many players and had them as relegation candidates. I think they have some of the personal but the wrong man at the helm. James Ward-Prowse and Harrison Reed are the latest potential stars and with Koeman being familiar with the famed Ajax youth model the young players are under good tutelage. They are the most successful club in England but whether Brendon Rogers is the right man to lead them remains to be seen. Enter dutchman Ronald Koeman who led them to a creditable 7th place finish and a place in the Europa league. Furthermore, Koeman welcomes back striker Jay Rodriguez after long term injury and signed Steklenburg to step in whilst no 1 Fraser Forster recovers from long term injury. The man labelled as the dutch Xavi is just 24 and he has made 11 appearances for the Netherlands national team. I expect Tottenham to finish in the top six but I don’t think they have enough to make the top 4 once again.

Liverpool

Players In (major only) – James Milner (Man City), Danny Ings (Burnley), Adam Bogdan (Bolton), Joe Gomez (Charlton Athletic), Roberto Firmino (Hoffenheim), Nathaniel Clyne (Southampton), Christian Benteke (Aston Villa). Some are wondering if last season will be a one off and if he can score goals again this season. With Klopp available it was somewhat surprising that the owners did not decide to make a change and that could be the difference between the riches of the Champions League and the mediocrity of the Europa League. He also lost Raheem Sterling and chose to let Steven Gerrard leave. However, I expect it to be the other way round come the end of the season and Liverpool once again will miss out on a top 4 place.

Kane is a local lad and the Spurs fans always sing that ‘he is one of our own’. Clasie signed for 5 years for GBP8 million and I would expect Southampton to make a substantial profit within the next 3 years. Benteke cost GBP32.5 million and is a powerful forward whose signing reminds me of the signing of Emile Heskey a few years ago. However, with homes games against Bournemouth, West Ham, Norwich and Aston Villa there really is no excuse for a bad start. Come the Arsenal game don’t be surprised to see a top v bottom clash with Arsenal coming off two defeats and Liverpool off two victories. However, I would expect any deal involving Hernandez would involve Kane going the other way and Spurs pocketing a whole load of cash too. I also expect Koeman to continue to add depth to his squad as he showed with the signing of Chelsea’s Romeu and with just over two weeks left in the transfer window expect more of the same.

Tottenham Hotspur

Players In (major only) – Kevin Wimmer (Cologne), Kieran Trippier (Burnley), Toby Alderweireld (Atletico Madrid)

It has been a busy summer for Brendon Rogers. Whilst not hugely prolific, he does possess a creditable record of 21 goals in 68 games and his presence will be a valuable addition.

Southampton

Players In (major only) – Juanmi (Malaga), Cedric Soares (Sporting CP), Marten Skelenburg (Fulham), Cuco Martina (FC Twente), Jordy Clasie (Feyenoord), Steven Caulker (QPR – Loan), Oriol Romeu (Chelsea)

As for his new players, Benteke and Firmino are probably the most notable ones. Certainly, Liverpool will never lose its attraction due to its history over the years. Both had great seasons last year and at 23 and 22 respectively have great futures ahead of them. England striker Rodriguez returns after missing the entire 2014/15 season and will be like a new signing. Certainly Tottenham have the quality but whether they can find the consistency to get there remains to be seen. The addition of Clasie is a very shrewd one and he will prove a good replacement for Schneiderlin. Going forwards much will be expected of playmaker Christian Eriksen and goalscorer Harry Kane. However, Kane has great self belief without being arrogant. Southampton will be hard to beat but ultimately their season will depend on how they handle playing in the Europa League this season with the games being on a Thursday and meaning that potentially they play their Premier League games on a Sunday should they qualify for the group stage. He proceeded to bring in 7 players, 5 of which were linked with Manchester United and whether there was any truth in those rumors and the players really did choose Liverpool over United we shall never know. Sure Stoke is a tough place to visit and Liverpool did well to win and they do have away games against Arsenal and Man Utd to come. Much has been made of the supposed tough start Liverpool have this season. He has been likened to Jurgen Klinsmann and an old fashioned centre forward. Liverpool are a tough one to call. Certainly Firmino is an excellent signing but quite how he fits in the same side as Coutinho is open to question. Rodgers will also rely on the sharp shooting and creativity of Coutinho but if they miss out on the Champions League this season I expect he will be the next to leave. It is a fixture challenge that in recent seasons some clubs have found hard to manage with their squad
