– Gov. Nevada has allowed betting on sports for more than 60 years, and Delaware, Montana and Oregon have at times permitted more limited betting. New Jersey missed a 1991 deadline in the law that would have allowed sports betting in Atlantic City.

The governor said he took his cue from previous federal court rulings that found that nothing in New Jersey law prohibits the casinos and horse racing tracks from offering sports betting.

The move came hours before Christie was to convene a closed-door summit on the future of Atlantic City. Like others, we recognize that legalized sports betting is inevitable, and will be a good outcome for customers, states and the sports leagues. Supreme Court declined to hear New Jersey’s appeal in June, saying, “You know, that’s the way it goes.”

Lesniak said he expects the leagues to challenge the move, but predicted: “They don’t have any arguments left to make. Bets wouldn’t have been taken on games involving New Jersey colleges or college games played in the state.

The governor says sports betting is legal under previous federal rulings as long as wagers don’t involve a collegiate game played in New Jersey or a New Jersey college team elsewhere in the country.

Monmouth Park, a thoroughbred track in Oceansport, New Jersey, has been outspoken that it will take the lead once sports betting became legal.

Christie suggested casinos and tracks could start offering betting immediately, but it’s not clear that will happen. Chris Christie’s administration issued a directive Monday allowing the state’s casinos and racetracks to offer sports betting, a move likely to be challenged in court by sports leagues.

“Based on the arguments of the sports leagues and the United States Department of Justice, the 3rd Circuit has already ruled that New Jersey can carry out sports wagering as described in today’s statewide directive,” the governor’s office wrote in a statement. “Obviously, this is a significant development. District Court,” William Hill U.S. State lawmakers soon enacted a law to allow for betting at tracks and in casinos. That effort ended with the U.S. “People should book their hotel rooms in Atlantic City for the Super Bowl now because there won’t be any available in February.”

Casino executives did not immediately respond to requests for comment on Christie’s action.

“We are reviewing the Attorney General’s directive and the motion filed in U.S. Raymond Lesniak, one of the legislature’s strongest supporters of sports betting. Christie said at the time disagreed with the court decision but feels the law is “sacrosanct.”

Dennis Drazin, an attorney and adviser to the New Jersey Thoroughbred Horseman and Monmouth Park, told ESPN in early September that he believes the track could have an operating sports book within three weeks after legalization.

“That to some degree will dictate how the race tracks and casinos move forward,” Beck told ESPN.

Voters in New Jersey overwhelmingly endorsed legal sports betting in a nonbinding referendum in 2011. CEO Joe Asher said in a statement.

“Victory at last!” said state Sen. “The motion simply would clarify and formalize that authority and give clear guidance to casinos and racetracks waiting to open a sports pool in New Jersey.”

The NFL had no comment when reached by ESPN.com. Rachel Ryan, a spokeswoman for the Meadowlands Racetrack said Monday that the track has no plans to offer sports betting now.

The park built a sports bar last year that was designed to be transformed into a sports book quickly if sports betting were legalized.

His action, through the state attorney general’s office, is likely to be challenged by the professional and collegiate sports leagues that fought New Jersey’s efforts to overturn a ban on sports betting in all but four states. In light of our significant investment at Monmouth Park, we are happy that it appears racetracks and casinos in New Jersey will be taking sports bets sooner rather than later.”

In addition to the directive, Christie also had the state file a motion in federal court asking a judge to clarify or modify a February 2013 ruling that blocks a licensing program New Jersey had passed for sports betting in the state.

The U.S. branch of William Hill agreed to be the exclusive provider of sports betting at Monmouth Park, but is taking a wait-and-see approach.

A month ago, Christie vetoed a bill that would have pushed New Jersey to circumvent the federal ban on gambling on professional and college sports. Supreme Court declining to hear the case.

The professional football, baseball, basketball and hockey leagues, as well as the National Collegiate Athletic Association, all opposed New Jersey’s effort to legalize sports betting, saying it could give the appearance that the integrity of the games has been compromised.. Other leagues and the NCAA did not immediately return messages Monday.

But those actions ran up against the 1992 Professional and Amateur Sports Protection Act, enacted by Congress to restrict betting on sports to a few states. Jennifer Beck, a Republican who represents the area where Monmouth Park resides, said Monday that she would like to see the track begin taking bets as soon as this upcoming weekend, but wants to see the reaction from the sports leagues.

Don’t worry about any resin that leaks out around the base hole. This will give the junction of the steel inner tube and glass coupling added strength.

First, take a razor blade and cut a notch behind the sight so the piece can be removed. About a shot glassful will do. Remove the cap and drill the hole.

Cut the PVC tube to desired length. Then drop the drill rod down the inner tube to get a true center mark.

Clean the eyedropper with acetone.

Trim the inside tube down until it extends about 1/2 inch beyond the outside PVC tube.

Stand the cap with the inside tube inserted into a vise.

Then place the drill rod down the barrel to keep the brake tube aligned. You must work quickly. Keep dabbling until the cloth is no longer white but has become transparent from absorption of the resin.

Find a drill bit a little larger than the outside diameter of the inner tube. This perfect alignment is extremely important.

Sharpen one end of the drill rod to a point and use as a punch.

Cut a 10-inch section from the brake line. Cut it down until the barrel fits easily and snugly.

Take the inner tube out and enlarge the holes in the cap to 3/16 inch.

Cut a lot of 1/2 inch square pieces of fiberglass matting and fill the cap with it up past the level of the small holes.

Stand the glassed inner tube upright in a vise.. Notice in the photograph that the holes begin 1-1/2 inches from the end of the tube that fits on the gun.

Grind off any inner tube that sticks out. make it flush with the face of the cap.

Then drill small holes all around the cap at the bottom, as shown, with a 3/16 bit.

Feed the strands into the silencer tube in a circular motion, packing the wool tight with a stick. Use only masking tape. Secure it with string or rubber bands every half inch to keep it tight and in place. Do not pull on the tube.

Wrap glass mat around the gun and tube three times. If you let the glass harden too much on the gun, you will have to cut it off and begin again.

Now mix the resin. Resin fills the small holes, making the tube strong enough to take the blast when you fire the gun.

Mix a small amount of resin and use an eyedropper to fill in any interior holes or air bubbles until the solid fiberglass is level with the steel tube end. See figure 2.

Unfold the sections of steel wool and roll between palms to make strands as shown.

Replace the cap on the open end of the PVC and drill three 1/8 inch holes around the cap as before for wood screw.

Replace the end cap with the three screws.

As soon as the glass is tacky to touch without sticking (times differs according to weather conditions and humidity), it is time to remove the piece from the barrel. Drill a set of 1/8 inch holes down the length of the tube going in one side and out the other. Stand the tube up with the solid cap down. Paint the finished silencer black and attach it to your weapons. This one is eight inches.

Replace the inner tube and tighten it down with three small wood screws.

When the inside is hardened, turn the assembly over and add glass around the backside of the cap for added strength as shown. Then push on the glass to slide it off. Avoid getting resin in the opening where the barrel fits.

Mix resin and pour it over the cut glass to a point about 1/4 inch above the holes and allow it to dry before removing the cap from the vise. Move fast!

Use a grinder and 80 grit sandpaper to smooth the hardening rough surface.

If the drill rod you purchase is a little too large, as sometimes happens, put it in a drill and using a file and sandpaper (80 grit), turn down the first six inches until it will fit inside the gun barrel.

Using masking tape and keeping the tape as free of wrinkles as possible, mask off about six inches of the gun barrel and the end of the barrel. Check regularly until you achieve a perfect fit. If you grind the rod too small, cut it off and start over. Mix it two or three times hotter than the package directions.

Wrap masking tape around the cap to cover the holes.

Next, take a 3/16 inch drill bit and enlarge the holes. Do this until the tube is completely full. See figure 1. Duct tape is too thick and would make for an improper fit. The glass should be wrapped about two inches behind the sight and up to the first hold on the tube.

Next, grind the sides down about halfway, but do not grind past the point where the front of the sight makes contact. Center the inner tube as you look in the open end of the PVC.

THE FINISHED PRODUCT

Now drill a 1/8 inch hole in three place around the tube about 1/4 inch from the lip of the cap.

Drill a large hole in the center of one cap, making it large enough to fit on the glass end to the point where the sight makes contact.

Making it all work:

After removing the gun barrel, peel out the tape and allow it to finish hardening. Fit must be tight with no play. See figure 3.

Place the finished cap and inner tube on one end of the PVC tubing that has already been cut to size. I operate the drill from the floor with my foot, letting the rod spin between my knees as I reduce the size. The holes go all the way through. You may want to ensure proper alignment by wrapping tape or placing a hose clamp around the extension behind the sight. Get the cap level and straight with the tube.

Your finished product is whisper-quiet, the way a silencer is supposed to be! It is inexpensive, effective and reusable for over four hundred rounds before you will need to repack.

Brace the gun in an upright position and dab the resin into the glass cloth with a stubby brush

There are many places you can find parts for your ATV, and finding them can become half the fun. If you are tinkering on your ATV for a hobby or are on a budget, used parts can be very economical.

You can expect to pay less for a used part than for its new counterpart, so if you do not know what to expect price wise for a specific part look up the new price and expect to pay anywhere from 10% to 50% less, sometimes you may get an even better deal. You can also use the internet to search for ATV salvage yards in your area. If you do not want to pay retail price for a part, especially one that will not be seen, you should consider looking for an ATV salvage yard in your area.

One of the best things about buying used parts is that you can always bargain and try to get n even better deal. You may also be able to get a discount if you buy more than one used part, something that rarely happens if you are buying new. Most used parts are perfectly safe and will work just as well as their new counterparts. You can save a lot of money this way as long as you know what you are doing and do not mind doing the work.. Always remember to inspect used parts before you buy them and yes, it is ok to haggle to get the best price while in the ATV salvage yard.

If you do not know where an ATV salvage yard in your area is, the best place to start is your local junk yard or car salvage. If you live in an agricultural or hunting area, or have an ATV race track nearby, chances are you can find an ATV salvage yard nearby. If you are concerned about using a used part on your ATV, you should consult other ATV owners, there are many ATV forums online whose users will be happy to give you advice.

If you are a backyard mechanic and have an ATV, chances are you have considered tinkering with it to improve performance or just to make it your own. You should stick to places close enough for you to go to so that you can inspect any parts before you buy them.

Buying used parts can be quite economical as you can find may great parts at a faction of what they cost new. You should always thoroughly inspect any used part you are considering buying as it may not be worth it, as you may have to spend more money just to get the part in working condition.

If you are very handy, you can even buy a used ATV at a great price if it has mechanical problems and then fix it with parts from an ATV salvage yard. They will probably know of any salvage yards that specialize in ATV parts or they may even have ATV parts themselves.
